It's become a trivial event from the days of original EQ requiring a raid force. You do not have to pull phinny, you go to him.

The easiest way to do this is to invis at zone in and swim down to his ledge. Now you can either remain invis and chec the seahorses yourself or you can send in an eye of tallon. There are 4 seahorses there and normally they do not see invis, however phinny will cast see invis on them the longer he is up.

What I recommend is you find one of the seahorses that does not see invis and slip down behind it under the floor. Once down there head directly for the wall behind you and swim down to the bottom. Phinny wont aggro if hes on the other side of the room when you do this. Summon up a new pet or unsuspend an equipped and ready pet.

Don't bother pulling any seahorses at all just cast mala on phinny and wait for him to nuke you. Make sure you hold your pet back while he is nuking you want him to swim down and away from the seahorses. When he runs over to start meleeing you then allow your pet to go, swim back a few steps so your not getting hit and nuke away.

In less than 30 seconds loot up.
